About HACD – Housing Authority of the County of DeKalb – Illinois
The Housing Authority of the County of DeKalb (HACD) was incorporated in 1946 as an Illinois Municipal Corporation. The mission of the Housing Authority is to positively impact lower-income people by providing affordable housing.
Who We Are
A local government unit with county-wide jurisdiction.
- Assisted households are members of every county community.
- Programs are supported by rents and federal grants.
- We do not levy local taxes. We do pay PILOT, which is formula-based upon our unit count.
- The Housing Authority is governed by an unpaid five member board that are appointed by the county government. View list of commissioners.
Programs
Four federal programs:
- Housing Choice Voucher Program (tenant-based assistance)
- Low-Income Public Housing Program (unit-based assistance)
- Shelter Plus Care Program (chronically homeless and homeless persons with serious mental illness)
- Multi-Family Programs (unit-based assistance)

Housing Choice Voucher (VL/LI)
628 units – 586 HCV, 25 Vouchers dedicated to VASH Program (Veterans), 17 Emergency Housing Vouchers, 6 Project Based Vouchers:
- Tenant makes a market-driven choice.
- The lease is between the landlord & tenant – HUD applies an addendum.
- Tenant pays 30% of income to landlord. HA pays the balance directly to the landlord.
